In my opion
"education reform" is to change the structure of education treating education as a thing to be change. It may pay to write "reform of education".
"educational reform" is about "change" that is educational or a reform that may teach us something.
I would suggest further exploration into the intended meaning before choosing one expression over another.

ถ้าใช้ educational reform ฟังดูเหมือนเป็นการเปลี่ยนแปลงสิ่งใดสิ่งหนึ่งที่อาจจะเป็นด้านอื่นก็ได้ โดยที่มีการศึกษาถึงรายละเอียด เหตุผล ข้อดี ข้อเสีย ของการเปลี่ยนแปลงนั้น ซึงก่อให้เกิดความรู้ ความเข้าใจเกี่ยวกับการเปลี่ยนแปลงนั้น
