Singapore Millennium Scholarships will be awarded to the promising young scientists and engineers, with the accompanying expectation that the lifelong careers of the scholarship recipients will be marked by significant contributions to research, teaching and industrial applications in science and/or engineering. A maximum of 30 two-to-three-year scholarships will be awarded each year to outstanding young researchers at the predoctoral and postdoctoral levels.

The scholarships provide opportunities for graduate students (predoctoral scholars), who are currently enrolled in or intend to study in a Singapore-based university or research institute and have the proven records of excellence in research, to continue to excel in their research during their pursuit for a doctoral degree. The scholarships also support recent doctoral scientists (postdoctoral fellows) who have excelled in research to obtain additional training, to gain research experience under the sponsorship of established scientists, and to broaden their scientific horizons beyond their research experiences during their undergraduate or graduate training.

Scholarship applicants should contact established scientists (who are affiliated with a Singapore-based university or research institute) of their choice first to come up with research project proposals. The research projects proposed should have high potentials of impacts on R&D in the areas selected by the Foundation for support. Applications for the Scholarships should be accompanied with research proposals and the acceptance of admission by the Singapore based university. The awards are made based on the quality of research projects proposed by applicants along with the previous records of the applicants and hosting scientific advisors. The Foundation recognizes the importance of a good combination of quality trainee and advisor as well as the potential of a project for success.

The program is designed to identify and support those candidates who have the highest potential to develop into successful, independent scientists upon the completion of their training. The program will help the highly trained, productive, and creative scientists to stay in Singapore to carry out the Nation's research agenda by making the information on their accomplishments available to the potential employers.
