ตลอดระยะเวลาที่ผ่านมามีการนำเข้าเทคโนโลยี มาเสริมสร้างการแข่งขันในภาคอุตสาหกรรม แต่ปัจจุบันเป็นที่ยอมรับว่าการที่จะประสบความสำเร็จในการแข่งขันนั้นหัวใจสำคัญอยู่ที่คน ซึ่งเป็นปัจจัยสำคัญที่สุดที่อุตสาหกรรมจะละเลยไม่ได้ เพราะการมีประสิทธิภาพและคุณภาพของคนต่างหากที่เป็นตัวชี้ชัดว่าใครจะชนะในการแข่งขันนี้

การพัฒนาทรัพยากรมนุษย์ เป็นปัจจัยหลักในการสร้างเสริมความสามารถในการแข่งขันในทุก ๆ ด้าน เป็นภารกิจหลักที่ทั้งภาครัฐและเอกชนต้องร่วมมือกันดำเนินการ เพื่อผลักดันการพัฒนาขีดความสามารถในการแข่งขันอย่างต่อเนื่อง
จากประสบการณ์ที่สั่งสมมากว่า 30 ปี สมาคมส่งเสริมเทคโนโลยี ( ไทย – ญี่ปุ่น ) หรือ ส.ส.ท.ได้ดำเนินการพัฒนาบุคลากร เพื่อเพิ่มขีดความสามารถและยกระดับการแข่งขันของอุตสาหกรรมจนเป็นที่ยอมรับของอุตสาหกรรม ในปีนี้ ส.ส.ท. จึงได้จัดสัมมนาพิเศษเพื่ออุตสาหกรรมจะได้รับข้อมูลในเชิงลึกของนโยบายและแนวทางปฏิบัติจากผู้รับผิดชอบโดยตรง ในหัวข้อเรื่อง “ HRD – Key to Enhance Competitiveness and Innovation in Thailand and Japan ” ประกอบกับในปีนี้เป็นปีฉลอง “ความสัมพันธ์ทางการทูตระหว่างประเทศไทย และประเทศญี่ปุ่น ครบรอบ 120 ปี”
เพื่อสะท้อนถึงความสัมพันธ์ที่มีมายาวนานของสองประเทศ ส.ส.ท.จึงได้รับเกียรติจากผู้เชี่ยวชาญจากประเทศญี่ปุ่น เข้าร่วมแสดงวิสัยทัศน์ กลยุทธ์และนโยบายที่ทำให้การพัฒนาทรัพยากรมนุษย์ประสบผลสำเร็จ รวมทั้งการเชิญผู้เชี่ยวชาญในประเทศไทยที่เกี่ยวข้องโดยตรงทั้งจากภาครัฐและเอกชนเข้าร่วมนำเสนอกลยุทธ์ พร้อมกรณีศึกษาจากหน่วยงานของทั้งสองประเทศที่ประสบความสำเร็จอย่างสูงในเรื่องนี้

For years, overseas technologies have been imported in order to support competitiveness in the industry. Today, we realize that the achievement of true success in this competition relies upon human resource, which is the most significant factor the industry can not afford to overlook. The critical success indicator is the efficiency and quality of the human resource.

Human resources development (HRD) is widely recognized as one of the essential factors to help develop and maintain business competitiveness in all aspects. Hence it is necessary that the public and private sectors cooperate to ensure continuous development of competitiveness.

Based upon more than 30 year of experience, Technology Promotion Association ( Thailand – Japan ) / TPA has won wide recognition in HRD which contributes to increasing capability and enhancing competitiveness of Thai industry. This year TPA has decided to organize this special International Forum on: “HRD- Key to Enhance Competitiveness and Innovation in Thailand and Japan”. The forum will provide in-depth knowledge and insight from policy makers and experts in this crucial area.

On the occasion that the year 2007 marks the “120th Anniversary of Thailand – Japan Diplomatic Relations”, TPA has received cordial support from policy makers and experts of both countries in delivering their successful HRD vision, policy and strategy. In addition, successful case studies from both countries will also be introduced.
